The Department is responsible for the planning, design, and implementation of services that relate to transportation within Los Angeles City limits. It also monitors road closures and traffic within Los Angeles and administers the Community Assistance Parking Program (CAPP) for homeless people in Los Angeles.

The Department regulates medical transportation companies and taxicab franchises, enforce on street parking regulations, manage 117 off street parking facilities, and minimize the traffic and parking impacts created by special events like the L.A. Marathon.

Live traffic and information about road closures and special event access is available by telephone and online. The department's website provides neighborhood area maps and traffic detour/management plans as needed.

In partnership with other agencies, LADOT plans and funds major transportation improvements on freeways, rail lines, city streets, transit stations, parking garages, and bicycle and pedestrian facilities. The Department's CITYRIDE Program provides transit scrip which may be used in exchange for subsidized monthly Los Angeles County Metropolitan Transportation Authority (MTA) bus passes, reduced taxi fare and curb-to-curb dial-a ride services for seniors age 65 and over and individuals with mobility impairments for people living within the City boundaries.

The Community Assistance Parking Program (CAPP) assists homeless individuals with open or unpaid parking citations and allows them to pay these fines through community service hours. The number of required service hours varies according to the amount of the fine; community service must be completed within 90 calendar days from the start of the CAPP contract. Homeless individuals need to be entered into HMIS Clarity to be eligible for this program. Once a citation is enrolled in the program, it may not be contested. FEES/PAYMENT SOURCE The fees related to the department's services are primarily those which people pay to the community agencies which contract to provide transit services, those paid as a result of receiving a ticket for a parking violation, or those paid for city taxicab or ambulance licenses.
