The department provides appeals and complaints regarding investment and financial corporations. Services include bank/savings and loans complaints, check seller/cashier complaints, credit union complaints, escrow company complaints, finance company complaints, mortgage company complaints, security/stockbroker complaints, and fraud prevention for active military, veterans, and older adults on financial issues and scams. There are no geographic restrictions.

The Department regulates state-licensed financial institutions, products and professionals in order to provide accessibility to a fair and secure financial services marketplace. The Department license and/or regulates state-chartered banks and credit unions, offer and sale of investments (stocks and bonds), franchises, and certain commodity transactions, stock brokers and investment advisors, including financial planners offering investment advice, commercial loans offered by finance companies, residential mortgage lenders, loan services, payday lenders, independent escrow companies and escrow transactions, money transmitters, trust companies, premium finance companies and credit companies and individuals managing or settling consumer debt.

Fraud prevention is provided through the California Troops Against Predatory Scams (TAPS), a program that educates California's military troops on how to avoid becoming a victim of financial and investment fraud. Also available are educational materials which inform servicemembers about scams and predatory lending.

Fraud prevention is also provided through the Seniors Against Investment Fraud (SAIF) program alerts and educates California seniors about investment fraud, predatory lending, and how to avoid being scammed. Forms and educational materials are available online or by mail.

BankOn California is a voluntary collaborative initiative that gives unbanked households access to mainstream financial products and services, including low-cost checking and savings accounts and access to free financial education opportunities. Complaints should contain a simple chronological narrative of the problem, including the date, the name and address of the institution, names of people contacted and other details. FEES/PAYMENT SOURCE Licensing fees vary; there is no fee to file a complaint.
