The agency provides community services for residents in the Little Tokyo are of the City of Los Angeles. Services include planning, consultation, coordinating and advocating improved access to computers, internet and broadband access, as well as providing public access hours to the internet . Services are targeted to Asian Pacific Islander American non-profit community-based organizations (CBOs) in the Los Angeles area.

Through it's Diskovery Center, the agency provides low-cost or free technology access to the community, offering computer and technology training, free computer public access for members, and an equipment lending program.

The agency offers training in basic computer skills, office programs, desktop publishing, and digital video production and offers free public access hours for members to use computers.

The agency operates Little Tokyo Wireless, which provides high speed wireless Internet access to nonprofit and small business subscribers in the downtown and Little Tokyo areas. LTSC has also partnered with the City of Los Angeles to provide free wireless access in most areas in Little Tokyo, including cafes, restaurants and public spaces. LTSC is a founding member of the Asian Pacific American Network (APAnet), which provides computer technology services to Asian Pacific Islander American non-profit community-based organizations in the Los Angeles area. APAnet seeks to ensure equal access to communication technologies for community non-profits, providing affordable email accounts, web hosting and other technical support services to local nonprofit groups. For more information, visit APANet.org. APPLICATION PROCEDURE Call to apply. FEES/PAYMENT SOURCE There are fees for membership. Class enrollment is on a first-come, first-served basis for members. Non-members may also enroll for an additional cost. Participation in DISKovery courses requires a small fee to help pay for materials, but applicants are not turned away because of an inability to pay. Individuals may be asked to volunteer to support the facility in lieu of fee payment.
