The organization provides services for people with disabilities who live in Los Angeles County. Services include assistive technology evaluation and training, a non-public special high school, a sheltered vocational workshop, and vocational rehabilitation. There are geographic restrictions for some programs.

The organization offers services for people in the community who are experiencing barriers to employment. These barriers include mental retardation, emotional illness, epilepsy, cerebral palsy, cardiac and cardio-vascular conditions, deafness, alcohol or other drug addiction, orthopedic conditions such as amputations, educational or behavioral limitations, economic hardship and/or felony background.

The Assistive Technology Center provides assistive technology services for persons with a wide range of disabilities. Services include individual assessment to determine each client's specific adaptive technology need for computer access and/or augmentative communications; and hands-on training with the appropriate computer hardware, software and/or augmentative communication device.

The non-public high school provides education and vocational programs for adolescents, age 14 to 22 who need special education in a non-public school setting. The program combines high school courses and practical work experience and job readiness training for disabled adolescents.

Sheltered employment and vocational rehabilitation includes vocational evaluation, adjustment, experience and training; social and recreational counseling; and health assessment and monitoring. The health services staff provide attention to the medical needs of people at Goodwill, functions as the first source of help in case of an accident, and also makes referrals for medical evaluations and treatment. The counseling and special services division provides individual counseling at the problem solving level for people who have economic, housing, family or personal problems.
