The Los Angeles County Department of Consumer and Business Affairs (DCBA) is available by phone, online, and in person.

Consumers can speak with a DCBA counselor for free, one-on-one service by calling the telephone hotline at (800) 593-8222. There is also a new DCBA Online Appointment System which will allow consumers and businesses to make an appointment to speak with a DCBA counselor at their preferred time.

The department provides small business services for grocery stores in Los Angeles County. Services include grocery stores in Los Angeles' food deserts. There are no geographic restrictions.

About the Healthy Stores Refrigeration Program:
The Healthy Stores Refrigeration Program (HSRP) helps small businesses in Los Angeles' food deserts replace existing, inefficient refrigerators with new efficient models to fill with California-grown health foods. They will help the business find the right new fridge, walk the business through the recycling process if they are replacing an old unit, install the refrigerator, and identify health food options, all at no cost. Program representatives will also provide free education and training on successfully sourcing, marketing and selling healthy foods.

How it Works:
- Grocery and corner stores email the program to start the process and confirm eligibility.
- A representative will work with the business owner to complete an interest form and choose one to two refrigerators.
-The business owner completes a survey before and after installation.
-A representative will provide resources on sourcing, marketing and selling healthy food to be stocked in new refrigerators.
-Priority is given to businesses located in Los Angeles food deserts or communities disproportionately affected by pollution.
