The association provides services for adults with developmental disabilities who are residents of the southeast area of Los Angeles who lack vocational, social, behavioral or self-help skills. Services include developmental disabilities day habilitation programs, disability related center based employment, independent living skills instruction, supported employment, vocational education and vocational rehabilitation. It also provides programs for severely and profoundly developmentally disabled adults. Services are restricted to residents of Artesia, Bell, Bellflower, Bell Gardens, Cerritos, Cudahy, Downey, Huntington Park, La Mirada, Lynwood, Maywood, Norwalk, Paramount, Pico Rivera, Santa Fe Springs and South Gate.

Southeast Industries is a licensed work activity center which instructs participants in the skills involved in assembling and packaging products while subcontracting jobs with local businesses and industry. The supported employment program provides an opportunity for participants to work with the assistance of a job coach who provides individual or group on-site job training. The agency works with interested employers to develop job openings. Training opportunities are also available in janitorial skills; participants are responsible for the maintenance of ARC facilities and grounds.

Daily one-hour continuing education classes are available for clients who want to maintain or upgrade their cognitive skills. Class topics include math, reading, money management, community awareness and supported employment. The independent living skills training program uses model apartments to teach participants the skills that are necessary to maintain a household including laundry techniques, budgeting, cooking, menu-planning, personal grooming and other activities of daily living.

The ExCELS program is a course that is designed to meet the needs of students who are moderately to severely developmentally disabled adults 18 years and older. They focus on daily living, survival, leisure and communication skills with the objective of helping students reach their fullest potential and avoid institutionalization. The program can accommodate people who are non-ambulatory or have behavioral problems but participants must be toilet trained, able to feed themselves with minimum assistance and not constitute a danger to themselves or to others. The course focuses on skill development in the areas of self-help, fine motor, gross motor, sensory motor integration, language development, task attending, basic academics, pre-vocational survival skills, leisure skills and community awareness. Students graduate from the course when they no longer exhibit inappropriate behavior and can independently perform all necessary skills to qualify for a work activity center or other placement.

The Culinary Arts and Creative Arts programs offer participants opportunities to explore different job opportunities. The Culinary Arts program teaches cooking skills and kitchen safety. The Creative Arts Programs explore arts such as sculpture, drawing, painting and dance. Both programs offer field trips in their respected areas.
