Individual Advocacy ( Medicare Beneficiaries )

The agency provides legal services in regard to health insurance for Los Angeles County residents. Services include individual advocacy, health insurance information/counseling, legal representation, medicare information/counseling and volunteer opportunities. Services are targeted to Medicare recipients. The program also serves Veterans who may be having difficulty getting their Medicare benefits. There are no geographic restrictions.

The project enables Medicare recipients to understand important aspects of the program, and to increase their awareness of the benefits they may receive and the avenues they can pursue to protect their rights.

The Health Insurance Counseling and Advocacy Program (HICAP) provides information about Medicare benefits and recipients rights, private supplementary insurance policies (Medi-Gap), health maintenance organizations (HMO's), long term care insurance, and other related issues. Services also include information and advice about appealing denials of Medicare claims and full legal representation at administrative hearings. In addition the agency provides printed materials about Medicare. Staff specialists generally provide information and counseling over the phone. Volunteer counselors regularly provide outreach services at senior centers and other locations on different aspects and problems of Medicare. APPLICATION PROCEDURE Services are currently available by phone only. Please call for more information and to make an appointment. FEES/PAYMENT SOURCE There are no fees for services.
