The agency provides legal services for people of all ages throughout Los Angeles County and Ventura County. Services include discrimination assistance, landlord/tenant assistance, and help with landlord and tenant rights. The agency serves the majority of Los Angeles county zip codes and will accept calls and questions from individuals countywide. There are no geographic restrictions; however inquiries from certain areas may be directed to other local housing rights organizations.

The program accepts and investigates individual complaints of illegal housing discrimination based on race, religion, sex, age (children), marital status, sexual orientation, national origin/ancestry or disability. A preliminary determination is made regarding the nature of the complaint. The caller is then given information about alternative actions and a referral may be made to one of several investigative agencies when appropriate.

A landlord/tenant program provides landlord/tenant dispute resolution services and information for tenants, owners, and managers who have rental problems. Frequent problems handled may focus on rent collections, security deposits, leases, evictions, privacy issues and health/safety conditions. Counselors describe methods which callers may use to resolve conflicts and can refer callers for assistance with specific problems. The agency also provides free educational booklets which offer information about housing rights and landlord/tenant rights and responsibilities. The hotline hours are Monday through Friday, 8:30am to 5:00pm. The clinic hours are the third Thursday of each month, 9:00am to 12:00pm.
