Landlord/Tenant Assistance ( Low Income )

The program provides legal services for older adults, age 60 and older, and for low-income people of all ages who live in the Southeast area of Los Angeles County. Age and income restrictions apply; most services are restricted to residents of Artesia, Bell, Bell Gardens, Bellflower, Cerritos, Downey, Norwalk and Paramount.

Services include advocacy, counseling, information and referral, and representation. The agency provides a hotline which assists people with civil legal issues which relate to family law, government benefits, landlord/tenant problems, housing, and consumer complaints. The agency also provides community education about these concerns as well as a lawyer referral service. All clients, except for restraining order clients at the courthouse clinic, must live in the service area to be eligible for services.

The hotline staff provide advice, counseling and referrals over the phone.

The agency provides services for seniors regardless of their income; all other clients must meet an established low-income standard which is closely aligned to federal poverty guidelines.

The family law services provided for people who are in situations that involve domestic violence, custody, child abduction or divorce may include assistance to obtain a Temporary Restraining Order (TRO) through the agency's Courthouse clinic. The agency provides supervision for self-represented divorce actions and representation.

The agency also provides counseling, advocacy and representation, when necessary, for recipients of Social Security, SSI, TANF, GR, CalFresh, Medi-Cal, and unemployment insurance who are having difficulty obtaining the assistance to which they are entitled. Assistance with problems related to consumer matters and housing is available for people who are involved in landlord tenant or consumer disputes or who face the loss of real property through improper foreclosure or lien contract disputes. The agency will also provide advocacy and assistance for Veterans to obtain their benefits.

The agency administers its own lawyer referral service which provides referrals to private attorneys who have expertise in all areas of law for people in the Southeast area, regardless of their income. A speakers bureau is available for educational presentations about specific legal issues that the agency routinely deals with, such as TRO's and welfare rights. The agency also provides self-help clinics on matters such as consumer law, dispute mediation, government benefits and small claims court procedures. APPLICATION PROCEDURE People who need legal assistance may call the agency's hotline number to be screened and are then given an appointment with a paralegal for an initial assessment interview or are referred to other resources based on their income and the nature of their case. The agency's lawyer referral service may be accessed directly through its own number. FEES/PAYMENT SOURCE There are no fees for service.
