Patient Rights Assistance


The agency provides advocacy for individuals, family and friends of long term care residents in California related to long term care issues and elder and dependent adult institutional and financial abuse. Services include advance medical directives, health related advocacy groups, lawyer referral service, legislative advocacy, nursing facility referrals, patient rights assistance, printed materials, and subject specific public awareness/education. There are no geographic restrictions.

Consumer information includes advice on health care directives, planning for long time care, Medi-Cal eligibility and recovery information, information on estate planning for long term care, a consumer hotline throughout California and consumer information via the agency's web site.

The agency assists in the development of RCFE (Residential Care Facilities for the Elderly) and nursing home family councils to provide friends and relatives a group setting to influence the quality of care for residents, offers a forum to enhance communications with the staff at the facility and offer peer support for relatives and friends.

The lawyer referral service provides pro bono, reduced fee and regular fee to individuals who have concerns about estate planning and long term care, including trusts, special needs trusts, Medi-Cal issues, personal injury and neglect in long term care facilities. Callers are interviewed and matched with the appropriate attorney in their area.

The agency is a State Bar Trust Fund Legal Services Support Center providing training, technical assistance and advocacy support to legal services programs throughout California. Legislative and administrative advocacy develops and clarifies legislation, regulations and policy related to long term care issues.
