The department provides utility connection services for people who live in the city of Los Angeles. Services include electricity; water connection and repair services, including repair of broken city fire hydrants; water conservation education; large appliance pickup/recycling programs; residential energy/water conservation rebates, conservation enforcement and street lights.

The department connects utilities for people, provides repair service, and is responsible for establishing water and electrical service rates, for city council's approval. Services are provided as needed. The department also maintains street lights on wooden power poles.

The Green Power program provides electricity produced by natural sources including the sun, wind and water. The price for green power is slightly higher than that of regular energy, however the cost is offset by DWP incentives such as free energy efficiency products and services offered by DWP.

Water conservation programs include the Drought Busters which accepts reports regarding violations of water conservation. The guidelines prohibits hosing sidewalks or pavement, operating decorative fountains that do not recycle, and not repairing water leaks. Violators may be cited and fined.

The agency offers a water conversation program that allows DWP customers to trade in old toilets, shower heads and faucet aerators for recycling with new water saving ones. For the toilet rebate the new toilet should be a premium high-efficiency toilet that has a flush rate of 1.1 gallons per flush or less. Individuals that rent must have owner's authorization.

Residential energy/water conservation rebates programs include a number of rebates and programs for residential customers as well as commercial, industrial, institutional and government customers to assist them in using energy and water more efficiently, saving money and improving the environment.

The Refrigerator Turn In and Recycle Program (RETIRE) allows DWP customers to recycle old inefficient refrigerators. Units must be standard household size, in working condition, and be plugged in for at least 24 hours prior to pick-up. The old refrigerator must be picked up by the Appliance Recycling Centers of America (ARCA).

The Low Income Refrigerator Exchange Program allows low income families who are registered participants in the DPW Residential Low Income Discount or Lifeline Discount programs to exchange their old refrigerator for a new, energy efficient model. There are low income requirements and other guidelines to qualify. For example, the electrical outlet to be used must be a grounded (3-prong) outlet. Call the customer service number or access the website for directions. To have the old refrigerator removed, an outside agency, Appliance Recycling Centers of America (ARCA) must be called to pick up the old refrigerator.

The program also provides water conservation education through printed materials and speakers. APPLICATION PROCEDURE Call for service. To request repairs, inquire about payment or make reports of water violations or to get water conservation information call the water conservation customer service line.
