Augmented Winter Shelter (AWS)

Updated: December 20, 2024 at 1:55 PM

211 LA's Augmented Winter Shelter resources, including motel vouchers, are NOT activated at this time.

Population Served (Eligibility): Single adult individuals 18 years or older and transitional youth between 18-24 years.

The Weather-Activated Augmented Winter Shelter (AWS) Program is a short-term weather-activated emergency response to provide individuals experiencing homelessness with a safe and supportive short-term shelter during severely inclement weather. This program protects individuals from rain and cold weather to avoid conditions such as hypothermia, pneumonia, and other conditions caused by cold temperatures.

During activations, additional shelters and shelter beds are made available. Occasionally, a limited amount of vouchers will be available to connect individuals to an AWS motel. Motel vouchers are only available on a first come first serve basis after all shelter beds are full, and are available until allocated vouchers have been exhausted or the activation ends.

What 211 Can Do in Activations:

    • Connect unhoused individuals to the nearest available shelter.
    • Provide transportation to the nearest shelter.
    • Provide unhoused individuals with an AWS Motel Voucher, when available.
    • Provide transportation to the AWS Motel, when available.

    How Activations are Determined:

The Los Angeles County Office of Emergency Management monitors forecasted weather conditions and coordinates with various stakeholders that assess and determine if activation of the AWS Program is necessary to assist unsheltered individuals experiencing homelessness to come indoors, such as when the Los Angeles County Department of Public Health issues a Cold Weather Alert or the National Weather Service forecasts weather with the following conditions:

    • The National Weather Service (NWS) forecast calls for three (3) days of low daytime temperatures accompanied by night wind chill temperatures of 32 degrees or less.

    • The forecast calls for 1 inch of rain in 24 hours.

    • The forecast calls for three (3) consecutive days of 1-4 inches of rain or more, accompanied by temperatures at or below 50 degrees.

    • The National Weather Service (NWS) issues a flood watch or warning.

    • Conditions not previously identified by the plan but for which it would be prudent to do so based upon critical need.

    When Activated, You Can:

    • Check the "Winter Shelter Bed Availability" section located toward the top of this page to check shelter availability and locate the nearest shelter to you.

    • Request Transportation to a shelter via the online form (open 8:30am-7:00pm) or by calling 1-800-548-6047

    • If all shelters are full, call 1-800-548-6047 to check for additional AWS resources.
