The Safe at Home Confidential Address Program is a mail-forwarding program for victims of domestic violence, human trafficking, reproductive health care workers, stalking and sexual assault administered by the California Secretary of State's office.

The Safe at Home Confidential Address Program, sometimes called the CAP program allows an adult or the adult guardian of a minor or incapacitated person to designate the Secretary of State's office as his or her agent for service of process and mail forwarding. The Secretary of State's office accepts and forwards first-class and certified mail and legal documents to the participant's new assigned confidential address. State and local government agencies are required to accept the Safe at Home address shown on the identification card; however, private businesses and the federal government are not. The program cannot forward magazines or advertising. Participants may remain in the program for a period of four years; after that time the participant may re-apply, if needed.
