The agency provides administrative services and leadership in cultural services of all disciplines for residents of Los Angeles County. Services include arts/humanities councils. There are no geographic restrictions.

The agency promotes arts education through partnerships with L A County school districts; supports arts organizations through its internship and grant programs; and provides free music concerts and participatory events in public sites. The commission also operates the John Anson Ford Theatres, a County Regional Park for the performing arts.

The commission provides support for arts organizations and helps build arts leaders of the future through its arts internship program. The program provides undergraduate students with on-the-job training and experience in working in nonprofit arts organizations for 10 weeks during the summer. Students must apply through a participating non-profit arts organization.
