Computer Literacy Training Programs
Provider: PACIFIC ASIAN CONSORTIUM IN EMPLOYMENT - LOS ANGELES OFFICE
The program provides business services for employers in Los Angeles County. Services include comprehensive business assistance services which include business mentoring programs, business counseling, business loan information, customized training for employees, entrepreneurial training, minority business loans information and small business development. Geographic restrictions apply for some programs.
Business assistance centers are funded through the WorkSource California Program, employers and business owners may access a wide variety of business services to help train their workforce; recruit new employees; and receive assistance with business needs such as labor market information, tax credits, and entrepreneurial training. Business team staff provides coordination and consulting services for businesses.
Employer Services include access to the EDD Cal Jobs database; assistance in identifying employment needs; business information such as small business loan information, labor market statistics, tax credits, and enterprise zone information; customized training; on-the-job training; rapid response and plant closure assistance; recruitment, prescreening and referral of qualified applicants; technical assistance in working with special populations.
Services also include entrepreneurial training for individuals interested in starting their own businesses and for owners of businesses in operation for five years or less. In the City of Los Angeles Entrepreneurial Training program, clients must meet low to moderate income levels, residency and business size and location requirements. Training is conducted in a classroom setting and covers all aspects of business development and operation. The curriculum includes: how to secure a business license, permit and insurance; bookkeeping and accounting principles; how to write a business plan; business taxes; pricing/inventory control; market research; and salesmanship. The program also provides opportunities to network with other entrepreneurs, and a mentorship program, that assigns a volunteer business person to help the new graduate. To be eligible for the program a person must be a legal resident of the U.S.; be competent in English and basic math; qualify under Federal low income guidelines; have a new business or an idea for a business.
The NewStart Business Training and Mentoring Program assists individuals on TANF Welfare-To-Work program to start their own business. Individuals will be assessed and selected individuals enter a twelve-week entrepreneurial training program consisting of 12 training modules on business fundamentals. Graduates who have completed all 12 modules may be eligible to receive "seed" money for their business through their Individual Development Accounts. Participants receive follow-up services and ongoing mentoring services as needed.
The agency provides consultation to residents of the City of Los Angeles who wish to start a new business. Consultation services include business assessment, one-on-one consulting, assistance in preparing a business plan, loan packaging and other needed services. The agency also can provide technical assistance to small businesses outside of the boundaries of the City of Los Angeles.
The Small Retailers Assistance Program also provides training for owners of start-up small businesses. The agency also sponsors a program taught by Merrill Lynch, that trains business professionals to become consultants or trainers to ethnic small businesses.
The Loan Fund provides business loans for people who were denied assistance by the SBA after the Northridge Earthquake of 1994. Qualified applicants can access micro-loans of $1,000 to $25,000.
The Highland Park Targeted Neighborhood Initiative targets small businesses in the Highland Park area interested in accessing miro-loans of $1,000 to $25,000.
In addition to the direct services provided at the agency, the Consortium provides administrative support for several economic development projects in the City of Los Angeles. It also operates the Los Angeles Builder's Mart, a commercial building which houses over 50 construction trade related businesses. In addition, the agency administers a for-profit subsidiary the Community Wholesale Grocers which provides neighborhood grocery stores with low-cost products and supplies.
