DEBRIS REMOVAL
The LA County Recovers page Debris Removal – LA County Recovers outlines the points below and details how the Department of Public Works (DPW) has partnered with the US Environmental Protection Agency (EPA) and the US Army Corps of Engineers (USACE) to assess and remove hazardous and other fire-related debris from impacted properties.
Private property owners who have opted out of the government-sponsored debris removal program, or did not opt in to that program, must hire an approved, specialized contractor to complete the debris removal work in full compliance with all applicable requirements, regulations and safety standards.
Important Debris Removal Deadlines:
June 1, 2025 - Fire Debris Removal Permit
All property owners who opted out or did not submit a Right of Entry (ROE) form must obtain a Fire Debris Removal (FDR) permit and hire a licensed contractor by June 1. If a permit is not obtained by this date, the property may be declared a Public Nuisance.
June 30, 2025 - Complete Debris Removal
Fire debris must be removed by June 30. If cleanup is not completed by this date, the property may be declared a Public Nuisance.
Appeal Process
An appeal process will be in place for the properties that are subject to abatement. Details on how to submit an appeal will be included in the formal notices sent to property owners.
Property owners can receive an Eaton and Palisades Fire Debris Removal Permit via the county's EPIC-LA System. This permit allows home and business owners, and their authorized private contractors, to manage their own debris removal efforts while ensuring compliance with local, state and federal safety and environmental standards.

Debris Hauling
Complaints about how private contractors are hauling debris can be filed on The Works app or through the Debris Removal Hotline at (888) 479-7328.
Property owners that have opted in and submitted a Right of Entry Form can monitor real-time updates of their parcel status online at LA County RoE Status Dashboard.
Property owners who have already opted in to the government program can withdraw their RoE by submitting this form.

UPDATED LA COUNTY HEALTH OFFICER ORDER
Los Angeles County Department of Health revised their Order of the Health Officer on March 24, 2025. Property owners who select private debris removal must comply with the updated order that prohibits the unsafe removal, transport, and disposal of fire debris.
