PACIFIC COAST HIGHWAY (PCH) IS NOW OPEN
PCH is partially reopened to provide access to fire-impacted residents, essential businesses, and school buses with a Unified PCH Burn Area Access Pass at the following locations:

LOS ANGELES COUNTY RECOVERS
The Los Angeles County Recovers page offers guidance on how FEMA and Los Angeles County departments can assist residents and businesses impacted by LA County wildfires. It will also provide updates on available Local Assistance Centers and Disaster Recovery Centers.
DISASTER RECOVERY CENTERS
Disaster Recovery Centers are open Monday through Saturday, 9:00am to 7:00pm at the following locations:

The Recovery Center will support individuals with the following:
- Lost vital records (birth certificates, death certificates, driver’s licenses, social security documentation)
- Disaster relief for people with homes and businesses lost or damaged by the fire.
- Referrals for mental health counseling and other services.

City of Pasadena Planning Recovery & ADU Virtual Consultations
Residents impacted by the recent windstorm and wildfires can schedule a 30-minute virtual meeting with the Planner of the Day to receive zoning information on tree removals and repairing or rebuilding damaged fences and structures.
This service helps facilitate necessary property repairs and provides information for owners interested in constructing an ADU.
Appointments are available Monday through Thursday from 9:00am to 12:00pm and 1:30pm to 5:00pm, excluding holidays.
Virtual meetings can be scheduled by selecting from the available times. All appointments will be conducted using Microsoft Teams.

FEDERAL DISASTER ASSISTANCE
FEMA has declared a disaster for California Wildfires and Straight-Line Winds and provides information about the Survivors' Road to Recovery (available in multiple languages). Start an application for disaster assistance at disasterassistance.gov or by calling (800) 621-3362. Calls are accepted every day from 4 a.m. to 10 p.m. PST. Claims can be made for damage and one-time financial assistance to help with cleanup.

The deadline to apply is March 31, 2025.
HOUSING RELATED INFORMATION
FEMA Rental Assistance
FEMA Rental Assistance is a temporary grant for applicants whose homes have become uninhabitable due to wildfires. This assistance helps cover the cost of living in temporary housing while homes are being repaired or rebuilt, or while individuals search for a new rental home.
- Displacement assistance is a one-time payment to help individuals if they can’t return to their homes directly after a disaster.
- Continued Temporary Housing Assistance provides funds to pay a security deposit and rent.

What Landlords Need to Know about the FEMA Rental Assistance Program
FEMA works with applicants unable to live in their fire-damaged homes to determine their temporary housing needs. Rental Assistance helps them pay the security deposit, monthly rent, and utilities (gas, oil, trash, sewer, electricity, and water) for a dwelling other than their damaged home.
The rental assistance amount is based on fair market rates for the Los Angeles County area as determined by the U.S. Department of Housing and Urban Development.
The initial rental assistance award, which FEMA pays to eligible applicants, may pay for up to two months of rent, with incremental three-month extensions up to 18 months from the date of the FEMA disaster declaration (Jan. 8, 2025) if the applicant remains eligible.
Extensions of rental assistance tend to be unpredictable at the time a renter moves in. It depends on the progress made on repairs to the damaged home or on finding another permanent housing solution. Throughout the rental period, rental assistance recipients must continue to work toward a permanent housing plan to remain eligible for Rental Assistance. They must also comply with their occupant lease and prove their ongoing need for rental assistance.

Family Promise of San Gabriel Valley Housing Grants
Families affected by the Eaton Fire can apply for housing support including a 2 week motel stay or move-in assistance of up to $2,500 to secure new housing. Applicants must provide proof of residency in the affected area and have a child under 18 years of age in the home.

The U.S. Department of Housing and Urban Development has enacted a 90-day extension of its foreclosure moratorium on Federal Housing Administration (FHA)-insured single family mortgages in the areas of Los Angeles County, California, affected by the January 2025 wildfires. The moratorium now extends through July 7, 2025. For more information individuals can call the FHA Resource Center at (800) CALL-FHA.
Vital and Property Records Access

LA County residents directly impacted by fires can request property and vital records free of charge to help with recovery efforts. Call (800) 201-8999 and select option 1, followed by option 2. Or email recorder@rrcc.lacounty.gov for assistance.
Misfortune and Calamity Property Tax Relief
Residents may be eligible for tax relief for property damaged or destroyed by a calamity, such as fire or flooding. To qualify, a Misfortune or Calamity (M&C) Form ADS-820 must be filed with the Assessor’s Office within 12 months from the date the property was damaged or destroyed. The loss must exceed $10,000 of current market value.

The Governor has suspended penalties, costs, and interest on late property tax payments for properties impacted by the wildfires until April 10, 2026.
INFORMATION FOR LANDLORDS AND TENANTS
Renting to Impacted Residents: Landlords with available rental properties may contact the Los Angeles County Development Authority (LACDA) at 626-586-1570, 626-586-1565, or via email at owner.services@lacda.org to connect with the American Red Cross and impacted residents in need of housing.
Price Gouging/Rent Increases: On February 11, 2025, the LA County Board of Supervisors approved an increase in the maximum civil penalty for price gouging to $50,000 per violation. This increase is now in effect countywide. More information is available here.

Emergency Tenant Protections:
Los Angeles County Wildfire and Critical Windstorm Resolution: On February 25, 2025, the LA County Board of Supervisors enacted countywide emergency tenant protections as a result of the 2025 January windstorm and critical wildfires. This resolution extends eviction protections to residential tenants, including mobile-home renters, who were affected by the recent wildfires and windstorms in LA County.
The resolution is in effect from February 1, 2025 through July 31, 2025, unless repealed or further extended by the Board.

City of Pasadena Rental Housing Board: The Board has amended its regulations to temporarily prevent evictions for tenants who are sheltering displaced fire victims or their pets due to the Eaton Fire. This order goes beyond Governor Newsom's statewide Executive Orders N-11-25and N-23-25.
The amendment is in effect for 90 days beginning on February 28, 2025.

World Central Kitchen (WCK) is serving free meals to those affected, including first responders in Southern California in response to the multiple active wildfires. Visit WCK for the locations and times.
FINANCIAL ASSISTANCE INFORMATION
LA County Relief: Funding & Resource Portal hosts a range of funds dedicated to supporting first responders, offering housing assistance, providing relief for small businesses and workers, and removing barriers for students and communities.
People interested in donating are encouraged to scroll through the various organizations to find one—or more—to support as we work together to rebuild lives, strengthen communities and recover stronger and safer than before.
Better Angels Emergency Assistance Fund: Applications are available for low-income families who earn below 50% area median income and who have lost their homes due to the 2025 LA wildfires. Proof of address is required.
CA Realtor Community Grant Program Provides up to $1,000 per household for housing-related expenses to eligible community members impacted by the fires. The deadline to apply is April 30, 2025.
Jewish Free Loan Association (JFLA) provides a limited number of zero-interest, zero-fee loans to individuals, non-profits, and small businesses affected by the recent wildfires. These loans are for people of all faiths and backgrounds who are permanent residents of Los Angeles. Eligibility requirements and application process at JFLA.
State and Federal Taxes: The IRS has announced that victims of the California wildfires that began on January 7, 2025, now have until October 15, 2025, to file various individual and business tax returns and make tax payments. Governor Newsom has announced a postponement on filing 2024 tax returns that would have been due between January 7th and October 15th, 2025. The CA Franchise Tax Board will provide state disaster tax relief for affected taxpayers and businesses.
PUBLIC HEALTH INFORMATION AND MEDICATION ASSISTANCE
Los Angeles County Dept of Public Health has Fire Safety and Health Information available on their website, including information about the local health emergency declaration, prescription medication assistance, Teladoc health services, safely cleaning fire damaged homes, and tips for protecting your health after a fire.
Local assistance centers will provide medication assistance services starting Tuesday, January 14, to assist residents in need of prescription medications.
Walgreens pharmacists may dispense emergency medication refills for most medications without prescriber authorization during a declared emergency. A store locator is available on the website.
The Emergency Prescription Assistance Program (EPAP) is a federal initiative managed by the Department of Health and Human Services and designed for individuals without any form of health insurance. Eligible individuals can receive prescription refills, vaccines, medical supplies (including diabetic supplies), and durable medical equipment (such as canes, walkers, wheelchairs and crutches) at no cost.
EPAP has been activated for Los Angeles County through March 15, 2025. Prescriptions may be filled at any EPAP-enrolled pharmacy nationwide.

Free Lead Testing
LA County Department of Public Health is offering 3 ways to receive free blood lead testing for individuals who are concerned about exposure to lead from the wildfires:
- Visit your medical provider to request a free blood lead test
- Visit a Quest Lab for a free blood lead test by calling 1-800-LA-4-LEAD to schedule
- Access free mobile blood lead testing at a community event; visit ph.lacounty.gov/media/wildfire to view upcoming dates

Los Angeles Department of Public Health Virtual Town Hall
On Thursday, March 2th at 6pm experts will provide testing results for completed air quality, soil, and water assessments, explain the results, and answer questions. Individuals can submit questions online.

In response to the windstorm and wildfires, Medi-Cal is providing the following support for members:
- simplified renewal and enrollment process
- fast refills for pharmacy and medical equipment

Southern CA Edison provides disaster support for customers by providing payment arrangements, assisting with establishing service at temporary locations, insuring income-eligible customers receive necessary support, and expediting rebuilding with a dedicated Service Planning Team.

DMV DOCUMENTS REPLACEMENT
Californians impacted by the Palisades, Eaton, Hurst, Lidia and Woodley Fires in Los Angeles and Ventura counties who lost their DMV documents in the wildfire, or are late in renewing, may be eligible for waived fees.

CHILDCARE RESOURCES
All YMCA locations are offering free childcare for children of first responders, essential workers and children of families who were displaced, evacuated, or lost property, or cannot attend school because their school has temporarily closed. Children must be at least 4 years and 9 months and must be in grades TK through 8th. Space is limited; visit YMCA Childcare for information and to register.

Emergency/disaster assistance is NOT considered in the public charge test. Receiving emergency aid – including food, shelter, medical assistance, and temporary financial support – will not impact the future immigration relief applications of the recipient or their household members.
FINANCIAL ASSISTANCE FOR VETERANS AND MILITARY FAMILIES
The American Red Cross, in partnership with Military Aid Societies, provides financial assistance (grants or loans) to eligible applicants. Assistance can include funds for emergency travel, burials, emergency food and shelter, or other emergency-related needs.
To be eligible, an individual must be:
- an active duty service member, or
- a member of an activated National Guard or Reserve unit, or
- an immediate family member of a service member in the above two categories, or
