What is the 211 LA Crisis Care Plan Alliance?

The 211 LA Crisis Care Plan Alliance is a partnership between 211 LA and our network of providers designed to anticipate, deliver, and follow up on resources needed by people impacted by major crises across Los Angeles County.

During the earliest stages of a disaster, time is critical. Stress is high, resources are scarce, and decision-making becomes harder. 211 LA Care Coordinators provide personalized support to help survivors access essential resources quickly, and continue outreach throughout recovery as needs change.

From Crisis to Care

When the 2025 Los Angeles wildfires displaced families and upended entire communities, 211 LA became a trusted lifeline, connecting households to shelter, food, financial assistance, healthcare, and crisis support. But recovery did not end when the fires were contained. As long-term needs continued, 211 LA moved from emergency response to sustained care coordination, walking alongside survivors with ongoing guidance and connection to vital resources. What is a "Care Plan"?

A personalized plan that is developed by a team of providers that details all of the medical, personal, and psychosocial needs, goals, preferences, and required services to achieve the highest possible well-being for consistent, individualized care. It is formulated through effective, extensive & continuous communication directly with the client and between the providers. It's a dynamic tool that's regularly updated following comprehensive assessments.

211 LA Crisis Care Plan Alliance is NOT:

Not a replacement for County emergency systems
211 LA is contracted by the County of Los Angeles to provide disaster information and is activated by the Los Angeles County Office of Emergency Management (OEM) during major crises. Nothing in this Alliance changes how 211 LA is activated or our contract with the County.

Not funded through tax revenue
The Alliance will not be funded by public taxation. It is supported through monetary and in-kind contributions from participating partners.

Not “controlled” by 211 LA
This is a collaboration. 211 LA convenes partners, facilitates progress meetings, provides accountability of donation use, and communicates outcomes and improvements to the community.

Not temporary
Crises will always occur in Los Angeles County. This Alliance has no scheduled end date because readiness and recovery capacity must be sustained long-term.

Not covert
The Alliance will be externally audited to ensure transparency and accountability.

What WILL change and improve - over time - is how fast and how effectively 211 LA responds to crises with our Partners when we ARE activated. By continually reviewing Alliance readiness, responsiveness, & recovery efforts, support for communities impacted

Why This Alliance Matters.

The work documented through 211 LA’s crisis response and recovery reflects an Alliance, a coordinated system of public agencies, nonprofit partners, private-sector contributors, and donors demonstrating region-wide resiliency and unity.

211 LA does not replace other community organizations. It strengthens them by providing the connective infrastructure that allows each partner’s expertise to have a greater impact.

  • For survivors: provides continuity, clarity, and trust throughout a complex recovery journey
