Landlord/Tenant Assistance

The Los Angeles County Department of Consumer and Business Affairs (DCBA) is available by phone, online, and in person at select locations.  

 Consumers can speak with a DCBA counselor for free, one-on-one service by calling the telephone hotline at (800) 593-8222. There is also a new DCBA Online Appointment System, which will allow consumers and businesses to make an appointment to speak with a DCBA counselor at their preferred time.

COVID-19 TENANT PROTECTIONS RESOLUTION

 On Tuesday, Jan. 24, 2023, the Los Angeles County Board of Supervisors voted to extend and update the COVID-19 Tenant Protections Resolution. Many of these protections expired on March 31, 2023. The resolution applies to residential tenants, commercial tenants, and mobilehome space renters in unincorporated Los Angeles County, and applies to any incorporated city that does not have stronger local protection.  

MEANING OF THE RESOLUTION EXPIRATION

Beginning April 1, 2023

  • Normal rent payments must resume for rent due on or after April 1, 2023, to avoid being evicted.
  • Most evictions for residential tenants (including mobilehome space renters) may resume as normal unless permanent tenant protections apply. 
  • Rent increases may be issued for rent-stabilized units/spaces in unincorporated Los Angeles County in accordance with the County's Rent Stabilization ordinance.

Check with your local jurisdiction to learn about permanent tenant protections that may apply to your rental unit.

  The application period for State Housing is Key Rent Relief program closed on March 31st, 2022. Tenants who applied and are waiting for application to be processed may have more protections from eviction. Tenants can check on the status of their rental application at https://housing.ca.gov/ or call 833-687-0967 to schedule an appointment in their preferred language. 

  Assistance for tenants who have been illegally locked out of their units is available through the Eviction Defense Network helpline at (213) 340-4714.

 Eviction Mediation Assistance is available through the Los Angeles County Eviction Mediation Assistance Helpline at 833-972-0999 

STAY HOUSED LA COUNTY - TENANTS RIGHTS & LEGAL AID

 STAY HOUSED LA COUNTY is a partnership between community organizations, legal service providers, and the LA County Department of Consumer and Business Affairs that offers LA county renters information about their rights and legal assistance to a limited number of tenants to help prevent evictions and keep people in their homes.

RENTAL ASSISTANCE

 The federal government gave money to the State, Los Angeles County and individual cities for rental assistance. INFORMATION FOR LANDLORDS

 The Department of Consumer and Business Affairs has developed guidelines to help landlords understand the county's temporary eviction moratorium, and take proactive steps now. The guidelines area available at https://dcba.lacounty.gov/noevictions

  DCBA also provides expanded foreclosure prevention assistance are available for property owners and landlords with 15 or fewer units in Los Angeles County, as part of the Los Angeles County Disaster Help Center.    

  Free one-on-one counseling and support is available for property owners who have been adversely affected by the ongoing Coronavirus/COVID-19 emergency. 

  Whether their loan is owned by the government, a national or state charter bank, or a private institution, property owners facing COVID-19 hardships may be eligible for temporary relief. The Disaster Help Center has a dedicated team of multilingual foreclosure counselors available to assist LA county property owners from potentially losing their properties. Our counselors can help property owners work with their lenders, who might offer: 

  - Forbearance plans to temporarily reduce or delay payments 

 - Repayment plans for missed payments 

 - Loan modifications to reduce payments, interest or extend the loan term 

 - Short sales to sell the home for less than you owe - Programs unique to lenders

STORAGE UNITS

 If an occupant of storage space at a self-service storage facility is unable to pay rent or other charges incurred during the local emergency period due to circumstances related to the COVID-19 pandemic, the occupant may defer payment of that rent and other charges until three months following the expiration of the local emergency period.
