Landlord/Tenant Assistance
Provider: LOS ANGELES COUNTY DEPARTMENT OF CONSUMER AND BUSINESS AFFAIRS - ADMINISTRATION
This government consumer protection agency provides consumer services for people of all ages in Los Angeles county. Services include consumer complaints and education, consumer fraud reporting, elder abuse prevention, foreclosure records, identity theft reporting, landlord/tenant assistance, land deeds, mortgage delinquency and default counseling, realtor complaints, small claims advisory, and a speakers bureau. There are no geographic restrictions.
Consumers can speak with a DCBA counselor for free, one-on-one, general service by calling the telephone hotline or visiting the DCBA Online Appointment System, which will allow consumers and businesses to make an appointment to speak with a DCBA counselor at their preferred time.

The Foreclosure Protection Unit provides free services for homeowners and landlords with 15 or fewer units.
Landlord/tenant assistance includes property owner registration for land deeds/titles through an online rent registry toolthat contains portals for property owners and tenants. The tool allows property owners to register and update rental unit property information, manage contact information, pay annual registration fees and apply for exemptions, and file petitions as required under the county's Rent Stabilization Ordinance (RSO) and Mobilehome Rent Stabilization Ordinance (MRSO). All information may be tracked and managed online. The tenant portal allows tenants to file petitions related to tenant protections and fair housing.
The Tenant Right To Counsel Program provides free legal services to eligible tenants during eviction (Unlawful Detainer) proceedings.
