Landlord/Tenant Assistance

The Los Angeles County Department of Consumer and Business Affairs (DCBA) is available by phone, online, and in person.

Consumers can speak with a DCBA counselor for free, one-on-one service by calling the telephone hotline at (800) 593-8222. There is also a new DCBA Online Appointment System which will allow consumers and businesses to make an appointment to speak with a DCBA counselor at their preferred time.

The department provides consumer services for landlords and tenants in unincorporated Los Angeles county. Services include landlord/tenant assistance and property owner registration for land deeds/titles. This is an online rent registry tool that contains portals for property owners and tenants. There are no geographic restrictions.

The tool allows property owners to register and update rental unit property information, manage contact information, pay annual registration fees and apply for exemptions, and file petitions as required under the county's Rent Stabilization Ordinance (RSO) and Mobilehome Rent Stabilization Ordinance (MRSO). All information may be tracked and managed online.

The tenant portal allows tenants to file petitions related to tenant protections and fair housing.
