The administrative office of Volunteers of America is responsible for the supervision of VOALA programs located throughout Los Angeles and Orange Counties. VOA programs address challenges of homelessness, veterans' issues, substance abuse, re-entry, unemployment, early education, youth empowerment, headstart, and low income housing.
