211 LA at the State Capital

On April 30, 211 LA Executive Director Maribel Marin traveled to the State Capitol to advocate for continued funding for CA vs. Hate, California’s first multilingual, statewide hotline and online reporting system for hate incidents and hate crimes.

As the Governor’s proposed budget currently stands, CA vs. Hate is not included for renewal. Without legislative action, the program is set to end on June 30, 2026.

Launched in 2023, CA vs. Hate was created in response to rising hate crimes and the need for a safe, confidential way for Californians to report hate and get connected to support. The program allows residents to report both criminal and non-criminal hate incidents without requiring law enforcement involvement. This is especially important for communities that may face language barriers, fear retaliation, distrust law enforcement, or need help navigating services after experiencing hate.

The continued need for CA vs. Hate is clear. Nearly 3.1 million Californians experienced a hate act in the last year, and CA vs. Hate statewide contacts increased from 1,456 in 2023 to 3,941 in 2025. Since launching, the hotline has responded to roughly 6,800 requests for help, with many individuals agreeing to follow-up care coordination, including support accessing counseling, legal aid, financial assistance, mediation, and other services.

CA vs. Hate does more than provide a reporting tool. It gives hate survivors a safe place to turn, helps communities understand where hate is happening, and provides policymakers with actionable data to respond more effectively.

211 LA joins community-based organizations, civil rights partners, and service providers across the state in urging the Legislature to restore $3.5 million in funding for CA vs. Hate in the FY 2026–27 state budget.

Hate acts are still happening, and CA vs. Hate remains a critical service for California residents. Stay tuned for updates on ways to support continued funding for this program.

If you or someone you know has experienced an act of hate in California, you can safely and confidentially report it and get connected to support services.
