The department provides recreational programs for older adults age 50 and older in the city of Los Angeles. Services include senior centers, arts and crafts instruction, computer and related technology classes, and public internet sites. Services are restricted to city of Los Angeles residents.

The Broadband Technology Opportunities Program is designed to provide free use of computers and broadband access to people living in disadvantaged communities. There are 10 centers equipped with public access computers. Classes are offered in computer literacy; open (public) access hours follow the class times four days per week.
