The Governor's Office of Emergency Services (OES) coordinates overall state agency response to major disasters in support of local government and coordinates state activities on Presidentially-declared disasters. OES services include allocation of their own response resources such as communication vans, fire engines ("pumpers") and on-call staff; the operation of a warning center; the fire, law enforcement, and telecommunications mutual aid systems; activation of state and regional operations centers; assistance with damage assessment and repair; maintenance of the State Emergency Plan and assistance to other state and local government agencies with their plans; an earthquake program; public awareness campaigns; a 24-hour toll-free toxic release hotline; and emergency management training programs which are available through the California Specialized Training Institute (CSTI). There are no geographic restrictions.
