The center provides a child care and education programs for children age 6 months to 5 years whose families meet state eligibility guidelines and administers and accepts applications for a state preschool program for children age 3 to 5 years old. Parents of children who are enrolled in the child development program must be employed or attend school. There are no geographic restrictions; however, participants must be residents of California.

The child development program offers year-round child care and educational activities that are geared toward the individual needs of each child. Breakfast, lunch, and snacks are provided.

The part-day preschool program serves children from income-eligible families who meet the state's income-eligible guidelines. The preschool program serves children age 3 to 5 and it is designed to enhance each child's ability to cope positively with school and his or her environment. The program addresses the educational, social, emotional, and health needs of participants and staff involve the parents in a variety of educational and supportive activities. The program gives priority to the lowest income families and there is a waiting list. Part Day State Preschool Program parents do not need to be employed or working. Families need to meet state income eligibility guidelines.

The agency also trains and monitors 20 licensed providers of the Family Child Care Home Education Network (FCCHEN. To be eligible, parents of children in this program must be employed, seeking employment, seeking permanent housing or attending school. Application Procedure
People who are interested in the child development programs or the state preschool program may walk in to fill out an application or be referred by DCFS or other social service agencies. Applicants must provide proof of income and residence; complete physical and immunization records for all children must also be presented.

Fees are based on a sliding scale. Subsidies may be available for eligible low-income families.
