Utility Service Payment Assistance

Provider: LONG BEACH COMMUNITY ACTION PARTNERSHIP

The agency provides utility service payment assistance to low-income individuals and families who live in Artesia, Bellflower, Carson, Cerritos, Compton, Hawaiian Gardens, Lakewood, Long Beach, Paramount, Rancho Dominguez, San Pedro, Signal Hill and Wilmington. Services include rent payment assistance. There are income and geographic restrictions.

Due to limited funds in 2025, the agency can not guarantee assistance. If you qualify, assistance can be for either your gas or electric bill, in the form of one payment.  

The Home Energy Assistance Program (HEAP) provides financial assistance for heating and/or cooling households, weatherization, or minor repairs to assist with becoming energy efficient. 

 The Low-Income Household Water Assistance Program (LIHWAP) provides financial assistance for low-income households with past due water or sewer charges on their utility bill.
