The agency provides counseling for youth, ages birth through 15, and their families who live in the cities of Artesia, Bellflower, Cerritos, Downey, Hawaiian Gardens, Lakewood, Norwalk, Paramount, and other areas of Southeast Los Angeles County. Services include individual, group, and adolescent/youth counseling, child abuse counseling, child guidance, family counseling, a family preservation program, parent child interactive therapy, and psychiatric medication and monitoring. Age and geographic restrictions apply.

The STARS Intensive Outpatient Program is for children and adolescents who are experiencing "acute" mental and emotional problems. The focus of the program is to prevent out-of-home placement or to facilitate an earlier release if out of home placement has already occurred. Services include counseling; medication monitoring and supervision; case management; and crisis intervention.

The center specializes in treatment for youth age 15 and younger, and for families with a specific mandate to serve victims of child abuse and the most severely disturbed children and adolescents.
