The center provides services for people with all disabilities residing in western Los Angeles County. Services include ADA implementation assistance, attendant registries, case/care management, centers for independent living, housing advocacy groups, independent living skills instruction, job search/placement, peer counseling, prejob guidance, specialized information and referral, and welfare rights assistance. There are geographic restrictions.

The center is an Independent Living Skills center that assists people who need various services to develop independent living goals. The agency also offers information about disability-related resources and referral to available community services.

The Employment Services program (Viva) provides pre-job guidance, resume development, training and individualized job placement for clients of the Department of Rehabilitiation. WCIL specializes in job assistance and placement for people with disabilities.

WCIL offers advocacy assistance for people who have a housing issue related to their disability and it advocates to increase the availability of accessible, affordable housing. In addition, the center provides ADA compliance assistance which includes architectural surveys for business and community-based agencies to improve access for people with disabilities.

The center recruits and screens personal care attendants and refers them to interested clients. People who wish to employ an attendant or caregiver may place a request with the agency. Limited transportation to and from a center appointment may be arranged for clients who are unable to use public transportation.
