Specialized Information and Referral
Provider: PERSONAL ASSISTANCE SERVICES COUNCIL
The agency provides a registry of eligible in-home supportive services workers from which consumers who live in Los Angeles County may hire. Services include a Homecare Registry and access to training and education for IHSS consumers and providers. There are no geographic restrictions.
To qualify, individuals must reside in Los Angeles County, already be on Medi-CAL and be eligible for IHSS. Once approved, consumers are eligible to receive the referral list from the Registry to assist them in hiring a provider. The consumer is responsible for determining the suitability of the provider and the provider is responsible for determining the suitability of the consumer. The registry does not select, train, vouch for, supervise or warrant the quality of either consumers or providers. The consumer has the right to select, hire, assign hours and duties, direct the work, supervise, evaluate and terminate the provider.
IHSS providers must start the process at their local IHSS office and attend an IHSS orientation to register with the agency. Once cleared by IHSS, the provider can apply and register with PASC. An additional PASC orientation is then required. Providers' names are sent to the Consumer on a list that the Consumer chooses from; the Consumer does the hiring. The provider retains the right to resign from any employment capacity, all without regulation or control of the Registry.
