The agency provides advocacy services, targeted to the Salvadoran community in Los Angeles. Services include student financial aid and leadership development. Services are targeted, but not restricted to Latino and Salvadoran communities. There are geographic restrictions for some services.

The agency provides a student financial aid program for low income Latino students who live or attend high school in the City of Los Angeles. Scholarship recipients are expected to complete a community engagement project with other scholarship recipients and receipt of the scholarship award is dependent on completion of their pledge.

The APESA leadership development organization targets Salvadoran-American professionals and students in higher education. The program offers cultural awareness programs, leadership and professional opportunities.
