The agency provides planning and zoning services for unincorporated Los Angeles and contracting cities. Services include city/county planning offices, land use planning and regulation services, land use regulation, maps, sign regulation, zoning appeals/hearings, zoning change requests, zoning information, zoning violations reporting. Geographic restrictions apply.

The department controls the location and operation of certain land uses and sets forth the conditions under which they may operate.

Applications processed include plot plans, conditional use permits, oak tree permits, subdivisions and plan amendments. The department establishes and maintains a comprehensive long-range process for the physical, social and economic development of Los Angeles County.

Most direct public services are restricted to unincorporated areas of Los Angeles County; there are no geographic restrictions for county maps or for receiving general information. People may walk into the downtown Los Angeles coordinating center, known as the Public Counter.

Additionally, the department's Zoning Enforcement section administers the zoning law, conducts inspections and investigations, maintains records of zoning violations and takes enforcement actions when County zoning law is violated.
