Animal Rescue
Provider: LOS ANGELES COUNTY DEPARTMENT OF ANIMAL CARE AND CONTROL - CASTAIC ANIMAL CARE CENTER
The agency provides animal services for unincorporated Los Angeles County and for contracting cities in the county. The agency is responsible for the enforcement of state and local laws which relate to the humane care of animals. Services include animal adoptions, animal control, animal licenses, animal rescue, animal care centers, cruelty to animals investigation, animal rehoming listing services, disaster related animal shelters and dead animal pickup.
Services are restricted to residents of unincorporated areas of Los Angeles and to the contracting cities of Agoura Hills, Artesia, Azusa, Baldwin Park, Bell, Calabasas, Carson, Compton, Cudahy, Culver City, Hidden Hills, Huntington Park, Industry, Inglewood, Irwindale, La Habra Heights, Lancaster, Lomita, Malibu, Maywood, Monterey Park, Newhall, Palmdale, Palos Verdes Estates, Redondo Beach, Rolling Hills, Rolling Hills Estates, Santa Clarita, Thousand Oaks, Walnut, West Covina, West Hollywood, Westlake Village and Whittier.
The agency provides investigation of reports of animal cruelty or neglect, the rescue and sheltering of stray and lost animals, reuniting owners and lost pets, making homeless animals available for adoption by the public, the humane euthanasia of animals who are seriously ill, seriously injured or not adoptable, providing licenses for dogs and cats, specialized information and referral to the ASPCA Safety Net Program, volunteer opportunities, and pet visitation programs for people who are in retirement homes and hospitals.
The department also sponsors low cost public vaccination and microchip clinics for dogs and cats.
People may report the following code issues, which are enforced through state and local laws:
- stray dogs running loose (on local, private or school property)
- dead animal pick-up
- stray cats running loose or confined in something (on local, private or school property)
- humane and safe conditions for animals at specific address
- animal bites
- barking dogs
- dog sanitation issues (droppings)
The department investigates reports of animal cruelty and may give the owner time to remedy the conditions, may take the animal into protective custody, and/or may take the case to court where the owner may be fined and/or incarcerated.
Stray animals brought to the care centers are held for at least four business days before they are available for adoption. People may come look for lost pets or to adopt. All animals receive initial inoculations, are spayed or neutered, and microchipped before leaving the care center.
Cats older than four months are required to be licensed in all county unincorporated areas and several contract cities. Registered pets receive license tags which contain a number that is listed in the department's computer database.
A low-cost spay/neuter voucher program is available for disabled military veterans, senior citizens and low-income residents who have a State-issued Golden State Advantage Card used for public assistance.
Adopt a Pet - animals are available for viewing by appointment at the seven animal care centers through the Love at First Sight program. People can self-schedule an appointment on the agency's web site. During the appointment visit, a volunteer staff member will assist you and you will be able to view all animals that are "Ready to Go Home" that day. Animals will be available on a first-come, first-served basis. The call center is available 24/7 if you do not have access to the internet. To Rehome Your Pet: the Department of Animal Care and Control has partnered with Home to Home to bring a new interactive tool to help families that need to rehome their pets. This online resource gives pet owners who can no longer keep their pets the opportunity to find them new loving homes without bringing them to an Animal Care Center. Home To Home is free to use and has built in adoption guidelines to promote good communications and practices for rehoming animals. Home To Home is a national program that is used among animal shelters and rescues across the United States. If evacuations begin before pet or livestock owners are notified; owners will be provided with emergency numbers to call to arrange for boarding.
