The agency is responsible for federal programs that address housing needs, fair housing opportunities, and the development and improvement of communities nationwide. It administers home mortgage insurance programs, facilitates the construction and rehabilitation of rental units, oversees rent subsidy programs for low-income people, operates programs to combat housing discrimination, provides lists of subsidized housing locations, provides referrals to housing counseling agencies nationwide, and administers programs which protect homebuyers. There are no geographic restrictions.

The agency administers Community Development Block Grants which assist urban communities to develop and provide housing for low and moderate income people and grants which encourage private sector investment; ensures that people who are displaced by federal acquisition programs receive equitable treatment; approves mortgage lending and counseling firms which assist people with insured home loans and financial planning; and offers loans and subsidies for private borrowers and public and private housing providers who make decent, affordable housing available for low-income families, seniors, and people who have disabilities.

The agency provides general information about the Section 8 Homeownership Program; federally subsidized housing; and subsidized apartments and property management companies that people may contact concerning housing. Lists of local subsidized housing are available; however, the agency does not accept applications directly. It also provides an automated telephone line and printed material about discrimination in housing; housing programs for low-income people, seniors, and people who have disabilities; and other HUD programs.
