Provider: HOUSING AUTHORITY OF THE CITY OF LOS ANGELES - SECTION 8 SOUTH OFFICE

The agency administers a number of subsidized housing programs for low-income and very low-income families, seniors, and people who have disabilities who live in the City of Los Angeles. Services are provided at several sites in the City of Los Angeles. The services provided include Section 8 certificates and vouchers, 14 public housing sites, a shelter plus care program, and WorkSource Satellite Centers which provide a variety of social services. The agency also provides a fraud reporting hotline for employees. Services are restricted to residents of Los Angeles City.

PUBLIC HOUSING

The agency provides low cost apartments for very low income families, seniors, and people who have disabilities who live in the City of Los Angeles. People who live in Los Angeles County can apply for public housing. Eligible people apply for subsidized housing and are placed on the agency's waiting list. When their name reaches the top of the list, they are offered apartments at up to three sites and must make a selection.

The rent for each apartment is based on 30% of the family's income. Recipients of public housing are reassessed annually to ensure that they continue to meet the agency's requirements for service.

SECTION 8

The Section 8 program offers assistance to very low and extremely low income families by paying a portion of their rent to private property owners. Applicants must be 18 years or older, or an emancipated minor in accordance with California law. SHELTER PLUS CARE PROGRAM

This program is designed to promote permanent housing with supportive service to persons with disabilities who are homeless, coming from the streets or emergency shelters. Rental assistance is provided through a variety of housing options, as well as other supportive services. To be eligible for the program, a person must be homeless, with a mental illness, substance abuse problem, HIV/AIDS or a dual diagnosis, and must be referred by the community-based organization which provides supportive services under contract with the Housing Authority's Shelter Plus Care program.

FAMILY SELF SUFFICIENCY PROGRAM

This program is restricted to Section 8 tenants. To be eligible, the participant must be 18 years of age or older; be committed to entering a job training or educational program, or recently completed such a program; be willing to seek and maintain employment; or be employed and willing to enhance job skills. The program provides case management, referrals to job training, child care, and transportation assistance. In addition, as the clients' job skills and income increase, instead of raising the clients portion of the rent, the program establishes a savings account for the family into which the Housing Authority adds a matching amount. The family can receive this money when it successfully completes the FSS program.

FRAUD REPORTING

The Section 8 Investigations Unit hotline accepts reports and complaints about housing-related fraud, including employee fraud, related to HACLA contracted properties only. Individuals may call anonymously to report waste, fraud and abuse. Callers should include address with unit number and zip code, date of birth, and HACLA client number or vendor number. Individuals may call the hotline to follow up on the status of their reports.
