Administrative Entities (Abandoned Baby Issues)

Provider: HUMBOLDT COUNTY DEPARTMENT OF HEALTH AND HUMAN SERVICES - CHILD WELFARE SERVICES - SAFELY SURRENDERED BABY PROGRAM

The county provides safe haven services for people of all ages in Humboldt County. Services include safe havens for abandoned newborns. Under the Safe Haven Law, this county's designated sites accept newborn babies up to 72 hours old from parents or individuals who want to anonymously relinquish their child. After 72 hours individuals are not protected under the law. Services are provided at five locations; see site list for details. There are no geographic restrictions.

Designated staff attempt to place a numerically matching ID bracelet on the individual and the baby; individuals have up to 14 days to reclaim their child. Individuals who surrender a newborn in accordance with the Safe Haven Law are immune from criminal liability for child abandonment.

Application Procedure
To surrender a newborn baby under the Safe Haven Law, walk in and ask for a designated employee who can accept the child; individuals who leave a child unattended are not immune from criminal liability for child abandonment. Designated staff encourage individuals to complete a family medical history questionnaire; however, it is not required. Within 14 days of surrender, an individual may inquire about how to reclaim the child.

Fees
There are no fees to surrender a newborn baby under the Safe Haven Law.
