The organization provides advocacy primarily for low-income people who live in the South Bay area of Los Angeles. Services are targeted, but not restricted, to the Samoan-speaking community. The agency also assists other Pacific Islander groups such as Guamanians, Hawaiians and Tongans. Services include certificates/forms assistance, cultural transition facilitation, individual advocacy, and welfare rights assistance. There are no geographic restrictions.

The program provides culturally and linguistically sensitive assistance to monolingual Samoan and Pacific Islander immigrants to help them make the cultural transition to the United States. Staff provide individual advocacy with schools and other community services. The staff also provides welfare rights assistance to help people obtain benefits and services to which they are entitled, such as CalFresh, Medi-Cal and Social Security. The agency also assists other agencies with questions about the Samoan community and can provide technical assistance and referrals for clients whom they are not able to serve directly.
