Electric Service Payment Assistance

The program provides financial assistance with utility bills for people who live in the city of Los Angeles. Discount programs are available for disabled, low-income and older adult residents of the City of Los Angeles. Age and income restrictions apply for most programs. Services are restricted to the city of Los Angeles. The agency offers a third party notification service which allows a senior to designate another person to notify first if bill is not paid. This notification can prevent the disruption of utility services for the senior. The EZ-SAVE program helps income-qualified customers save on utility bills. Enrollment also provides potential eligibility for other LADWP programs. The Lifeline Rate assists seniors by applying a discount to their energy bills. Seniors age 62 and older and people who have physical or mental disabilities, and have a combined household income that is less than the required low income requirement may qualify. The Physician Certified Allowance Discount (PCAD) is available for qualifying households with an eligible physical disability, including paralysis, multiple sclerosis, Scleroderma, neuromuscular disorders, and others. Doctor's verification is required. The Life-Support Equipment Discount is available for households who use an eligible life-support device including motorized wheelchairs, respirators, dialysis machines and others. Doctor's verification is required.
